The young leader of the London Rats, Halley looks out for the other orphans like a protective older brother. In spite of his age, he manages to take care of them all with the help of Old Carl, a friendly and knowledgeable man who lives on the outskirts of town.
Born nine months after the events of Koudelka, he is the result of the brief union between Koudelka and Edward Plunkett, two of the protagonists from the first game. (However, it is never outright stated that Edward is his father.)
From an early age it became apparent that Halley had similar psychic abilities to his mother, including mild telekinesis and telepathy.
He became an orphan when he and his mother were pursued by the Friar Knights of the Inquisition, led by Viscount Rausan who considered their supernatural abilities witchcraft. Koudelka gave herself up to save Halley and was locked up in Calios Mental Hospital.
Halley wears a white long-sleeved shirt with the sleeves rolled up to his elbows, blue pants held up by blue suspenders, a green scarf, brown boots, and a brown cap.
Halley possesses strong psychic powers, but he has not yet gained full control of them. When he feels intense emotion, particularly rage, this power is released in frenetic waves of energy that can destroy the entire surrounding area.
Using his slingshot, he pummels his enemies from a distance, accompanied by his status inducing E.S.P abilities.
His "E.S.P" attacks focus on inflicting highly damaging status effects on his foes, making him fairly viable as a support mage for the party. They also have various elemental attributes and can be useful in a pinch.
Due to the ambiguity of the Japanese writing system when translated, it is possible that Halley's original name was the more English sounding "Harry". However it could of course be a reference to the famous astronomer and mathamatican, Edmond Halley, after whom the famous Halley's Comet is named.
There is also some confusion regarding his surname, which (like his presumed father, Edward) should be given as "Plunkett" rather than "Brankett". This is a probable translation mistake due to the fact that the first character in his surname (プランケット) can be read as both "pu" and "bu".

- Halley has a similar appearance to Joshua Vermont who appeared in the Koudelka Manga.
- Halley's age is given as 12, though technically he should be 15, given when the events of Koudelka took place, resulting in his conception. This is potentially a miscalculation, a retcon, or the result of an offscreen adventure - as Koudelka makes it clear that he did return to her, and that she is aware of Edward's whereabouts.
